Responsible for all services provided by the Franklin County Treasurer’s Office, including:  tax billing and collection for more than 380,000 real estate parcels, manufactured homes and personal property representing revenue of over $1 billion.  As County Treasurer I was responsible for the county investment portfolio of over $500 million, timely and accurate distribution of all tax collections to Franklin County’s various political subdivisions and other statutory responsibilities.

  • Turned around an underperforming agency that had seven consecutive years of net operating losses. Reengineered the budget process, eliminated existing line-of-credit debt and reduced very large accounts receivables balance.
  • Improved overall performance and output of a County Office. Realized record investment earnings, historic low tax delinquencies, increased payment and repayment plans, and improved timeliness and efficiency in tax settlement and distribution process
  • Raised the performance of a seventy-five member audit staff from last to first. The Region was consistently ranked last in terms of timeliness and quality and within eight months was ranked first in timeliness and quality due to improved employee morale, more efficient staff management and scheduling and eliminating delays in the Central Office.
  • Prepared four award winning Comprehensive Annual Financial Reports (CAFR). Franklin and Cuyahoga counties were the first two counties in Ohio to prepare and submit CAFRs to the GFOA Certificate of Achievement Program.
